Credit for the most apposite movie reference goes to David Frum in the Atlantic: '“I can handle things. I’m smart! Not like everybody says, like dumb. I’m smart and I want respect!”; Fredo Corleone in The Godfather.

Of course there used to be speculations in the Press about which of the President's hopeless sons was the real Fredo. But the truth appears to be that it is family wholly composed of Fredos. They can't even rise to a Connie (well Tiffany perhaps).
